Fernando the turbo spins all the time, whether your idling or putting load on the engine. The journal bearing in the turbo is always being fed oil. If your getting blue smoke the oil could be getting past the seal in the turbo. Do you get blue smoke out the exhaust when you boost the car?

Most of the time when you get puffs of blue smoke when the engine goes back to idle it means your valve stem seals are leaking. If you have a blown seal in the turbo the smoke should get worse the faster the turbo is spinning.

Your oil smoke has nothing to do with the wastegate actuator. Your wastegate actuator has preload tension on it in order to control at what boost level the wastegate flapper on the turbine housing opens. No adjustment you make will stop the turbo from actually spinning. But i honestly don't think your turbo is the problem. My money would be on valve stem seals.

Easy way to tell if your turbo is stuffed..............let it idle for a long period, eventually the turbine will stop spinning and plumes of smoke will trail out the exhaust, rev the engine, should go away for a short period and then return...........have done this many times.
